Figure Toadette

I raced the expert ghost on N64 DK's Jungle Parkway and beat it by two seconds. I didn't unlock the small kart I was supposed to unlock by getting 1 ghost. Then, something weird happened. All the expert ghosts appeared, the Nin* guys, and I could race them even if I didn't "unlock" them. However, I can't figure out how to unlock the small kart, Baby Luigi, Funky Kong, etc. Can you help me?
P.S. Just for reference, my favorite character/bike combo is Toadette on either the Magikruider or Quacker.
