People are looking up the moon and you can see it break. There are also these strange creatures transparent orange and kill people just passing through them. There's also this thing scanner that detects a kind of "disease" in a person, can not remember if it was a man or a woman. Other people try to help him / her. The person is set on a table and everyone surrounding him / her. This film used to scare me when I was little. I guess this is pre 2000.
Sounds like Final Fantasy Cartoon Movie which was released in 2001, the story is much like that. Phantom like creatures on the planet and they use tech to see if a man is infected. They glow orange due to the energy of the power of human shields bouncing on it. Hope that helps.
