The area of a circle is "pi-r-squared", or pi times radius squared.
Area = pi * r * r
So the area of your 15 foot circle is:
Area = 3.14 * 7.5 feet * 7.5 feet = 176.625 square feet.
If you convert this into cubic feet, you'd multiply it by 1/3 since 4 inches deep is 1/3 of one cubic foot. This is the same as just dividing the area by 3.
176.625 square feet / 3 = 58.875 cubic feet.
There are 27 cubic feet in a square yard (a yard is 3 feet, so a cubic yard would be 3 feet x 3 feet x 3 feet). If you divide the number of cubic feet by 27, you find the number of cubic yards you need:
58.875 / 27 = 2.18 cubic yards.
If you were to buy the sand from Home Depot, you'd need about 118 fifty-pound bags of sand at $3.39 a bag ($400.02) as each bag only covers about 1/2 a cubic foot. (A cubic yard of sand weighs about 2,600 pounds so 50 pounds covering around 1/2 a cubic foot is spot on.)
At that price, you'd probably want to look for an aggregate company in your area as it might be a ton cheaper to have the sand delivered from a bulk supplier. If I had to fathom a guess, 2 yards of sand from an aggregate supplier might run around $120-$150 delivered ($30 - $45 per yard plus delivery).
